Hello Again Neighbors! My name is Genoa Meneses and I am asking for your consideration and vote for one of the open IPCCA Board seats in the 2026 election. I have decided to run for a board seat opening with IPCCA as well as IPMA because there is coordination and collaboration between the two boards, but the focus of each is different—community wide vs. neighborhood level. I assure you I do not take this responsibility lightly and I know that I have the time and bandwidth for both should I be elected.
My Connection to Indian Palms Country Club Association
I became a full-time resident of Indian Palms in May 2023. I grew up nearby in the La Quinta Cove and have lived in the area year-round since 2002; aside from brief work assignments abroad. After settling into our new home and becoming familiar with our community, I began volunteering my time to the continuous improvement, safety, and beautification of Indian Palms. I have been a frequent attendee of IPMA and IPCCA board meetings, have volunteered for several committees (IPMA - Landscape Committee; IPCCA - Architecture & Landscape Committee), and participate in community events, happy hours, and water aerobics as my schedule allows.
My only home officially sits within IPCCA across from the newer Barrymore Basin. We were drawn to Indian Palms because of the beautiful location with stunning mountain and sunset views, the advantage of being able to park our boat right in our RV garage, the ability to long-term or short-term rent our home in a desirable location should we decide to the future, and the wonderful amenities that come with a larger community like the Life Style Center and access to a public club house.
My Professional Experience
I bring over 20 years of experience in strategic planning, stakeholder relations, and operational excellence. As someone who has provided consultation and development services to organizations and government agencies, I have extensive experience in organizational governance and:
Responsible utilization of funding resources, including grants management
Organizational project management and program development
Business process reengineering to improve performance, efficiency, and effectiveness
Managing or reducing administrative costs while identifying growth opportunities that generate long-term value

If elected, I promise to serve in the absolute best interest of our wonderful community. I believe in the vision of a community where neighbors are dedicated to maintaining a safe, attractive, and welcoming environment where all residents are able to enjoy the benefits of our community no matter if they are working, retired, full-time or seasonal.

Represent all Home Owners in a way that maintains our community standards and property values
Update, Relaunch or Add Communication Channels so that we remain informed of all matters in a timely manner
Establish transparent processes for vendor selection and utilization, ensuring due diligence, accountability & value
Apply proven strategies from my professional experience to enhance our community operations and communication through better data capture and open collaboration between homeowners with options on how they participate and feel valued in way that works for them and their desired level of involvement.

These priorities represent a way to update our operating systems, from explaining after the fact to communicating proactively, from treating each issue as unique to applying consistent principles. As the largest association within Indian Palms, IPCCA has the opportunity to lead by example. Good governance requires more than good intentions—it requires documented policies and consistent practices. I will advocate for establishing comprehensive Board Policies and Resolutions that are reviewed and updated annually, ensuring continuity even as board membership changes in the years to come.
What transparent operations look like:
A Board Code of Conduct that clarifies individual board members have no authority alone—decisions are made collectively in the best interest of all homeowners
No special treatment for board members, long-term residents, or 'that's how we've always done it' reasoning—fairness applies to everyone
Clear Conflict of Interest and Social Media policies that protect both board members and the association
Vendor Procurement Standards and Spending Authority Thresholds—everyone knows the boundaries
Structured onboarding training for new board members, including review of CC&Rs, Bylaws, Rules & Regulations, and D&O Insurance coverage
These aren't restrictions—they're safeguards. When policies are documented and followed consistently, homeowners can trust the board is acting fairly, and board members can make decisions confidently knowing they're protected and following established procedures.
Ensuring Quality and Value
I do not want to increase HOA dues, but I do want to ensure our funds are optimized. Your HOA dues fund essential services—landscaping, maintenance, repairs, and more. Establishing a systematic approach to vendor management ensures we're getting professional service at fair prices while protecting the association from liability.
A comprehensive vendor management system includes:
Assessment of scope of work—is what we're paying for still what we're receiving? Has there been scope creep?
Review of schedule of fees and invoices—are all needs being accounted for, are fees tied to actual cost or just padding?
Standardized performance evaluation templates—consistent criteria applied to all vendors
Annual verification of Certificates of Insurance (COI) and current licensing—basic protection that's sometimes overlooked
Standardize the Request for Proposals process and projects that are smaller bids
Legal counsel review for compliance—catching issues before they become expensive problems
Examination of termination clauses—ensuring flexibility if performance doesn't meet standards
This systematic approach addresses the inconsistent contractor encounters some homeowners have experienced. It means vendors know they're being evaluated against clear standards, and homeowners can be confident their dues are being spent wisely.
Building Our Future Together
IPCCA deserves a clear 3-5 year strategic plan that defines our vision, sets measurable goals, and creates accountability. Strategic planning isn't an abstract exercise—it's how we prioritize projects, allocate limited resources, and ensure we're all working toward the same vision.
Making planning accessible to everyone:
Our association includes retirees who may have more flexibility during the day and working professionals who need evening or weekend options. Effective strategic planning accommodates both by offering:
Multiple input channels—in-person sessions at various times, online surveys, email submissions, and suggestion forms reviewed by the Board
Clear, concise summaries—respecting everyone's time by making information easy to digest
Transparent timelines—so residents know when their input is needed and when decisions will be made
Regular progress updates—keeping everyone informed without requiring attendance at every meeting
The strategic planning process:
Establish a diverse Planning Team including board members, homeowners from different areas of IPCCA, and property managers
Review our vision and mission—what makes IPCCA special? What do we want to preserve and what do we want to improve?
Conduct a SWOT Analysis examining our internal strengths and weaknesses, plus external opportunities and threats (market conditions, aging infrastructure, vendor reliability)
Engage stakeholders broadly through multiple surveys and input sessions to identify shared priorities
Develop SMART Goals—Specific, Measurable, Actionable, Realistic, Time-bound—focusing on projects that enhance property values and resident satisfaction
Create a detailed Action Plan with specific projects, budget allocations, assigned responsibilities, and completion timelines
Distribute the finalized plan widely to all homeowners and schedule quarterly progress reviews
Strategic planning transforms how the board operates—from reacting to problems to anticipating needs, from debating individual projects to executing a comprehensive vision, from defending decisions after the fact to building consensus before action.
Proactive Information To Reduce Community Frustration
Clear, consistent communication builds trust. When residents have to seek out information or wait for responses, frustration builds. When the board proactively shares updates and context, confidence grows.

All board communications through official channels only—website, homeowner portal, email newsletters, and posted meeting materials
Information presented as clear summaries with context—not overwhelming data dumps or vague references
Regular updates on ongoing projects, vendor performance, and budget status
Meeting minutes and agendas posted promptly—across all access points
Shifting to proactive communication:
Proactive means announcing scheduled maintenance before residents notice disruptions. It means explaining the reasoning behind board decisions, not just the outcomes. It means anticipating questions and addressing them upfront. It means residents feel informed rather than surprised.
This approach reduces the property managers and board's time responding to individual inquiries and increases homeowners' sense of connection to their community. When people understand what's happening and why, they're more likely to support decisions even if they wouldn't have made the same choice themselves.
Standardizing Workflows and Accountability
IPCCA committees provide valuable volunteer service to our community. However, without standardized structure and clear oversight, their effectiveness can be inconsistent and their authority unclear—both to committee members and to the residents they serve.
Creating committee consistency:
Define each committee's purpose, scope of authority, and reporting requirements to the board
Establish standardized workflows for making recommendations, requesting approvals, and managing budgets
Create templates for meeting minutes, progress reports, and budget requests—making documentation easier for volunteers
Clarify spending authority thresholds—when can committees act independently versus when board approval is required
Review current committee structure to identify gaps, overlaps, or opportunities for new focus areas
Provide committee members with orientation and ongoing support
Standardized committee operations don't limit initiative—they empower volunteers by giving them clear authority, adequate support, and proper recognition. They also make it easier to recruit new committee members because the role and expectations are clearly defined.
